Employment of People with Disabilities

Incentives

With the aim of encouraging the employment of persons with disabilities and supporting the retention of their jobs, the Fund processes applications and conducts procedures for granting rights to incentives for the employment of persons with disabilities. Based on a granted right and a submitted and approved claim, the Fund disburses financial resources corresponding to the approved incentive. The Fund also provides funding for vehicle adaptation for employed or self-employed persons with disabilities.


Financial Incentives:

  • Bonuses for exceeding the quota,
  • Exemption from paying pension and disability insurance contributions for employed persons with disabilities,
  • Wage subsidies for employees with disabilities,
  • Reimbursement of the costs of support services,
  • Reimbursement of costs for workplace and equipment adaptations for persons with disabilities.


Procedure for Claiming Rights

Applicants submit a request in accordance with the conditions and criteria set out in the Vocational Rehabilitation and Employment of Persons with Disabilities Act (ZZRZI), the Decree on the Determination of the Quota, and other applicable regulations. The administrative procedure follows the provisions of the General Administrative Procedure Act, unless specific issues are otherwise regulated by the ZZRZI. Applications, decisions, and appeals are exempt from administrative fees.

The Fund also finances vehicle adaptations for employed and self-employed persons with disabilities but does not carry out the decision-making procedure for recognition of this right.


Persons with Disabilities

Employees with disabilities count toward the quota if they are registered with the Health Insurance Institute of Slovenia (ZZZS) as persons with disabilities in accordance with the official guidelines (i.e., from the month in which the employer submits the disability information and ZZZS confirms it in the registry) and are employed for at least 20 hours per week.

In accordance with the ZZRZI and the Decree on the Determination of the Quota, employers who hire persons with disabilities but fail to register them with ZZZS as such, in line with the official guidelines, cannot count them toward the quota or claim bonuses for exceeding the quota during the period the individuals were not properly registered. Disability status and proper insurance registration are also mandatory conditions for the recognition of any incentive.


Repayment of Unduly Paid Incentives

If an incentive has been paid out without justification, the Fund issues a decision determining the unjustified payment and obligates the recipient to repay the amount received along with statutory default interest calculated from the date of receipt until the repayment.


Offsetting (Set-Off)

If the employer has overdue and unsettled financial obligations toward the Fund and submits a claim for the payment of incentives, the Fund will carry out a set-off and notify the employer accordingly.
