You may also try to recover the child support directly. If the obligated parent lives abroad and has no property in Slovenia, you can submit an application for the international recovery of child support to the Public Scholarship, Development, Disability and Maintenance Fund of the Republic of Slovenia. The Fund will also advise you on which documents need to be attached.
The Fund does not retroactively pay past due child support. The child becomes eligible for the substitute support starting from the month following the submission of the claim by the legal representative or the eligible person, provided that all legal conditions are met. If the child is granted the substitute support, the Fund will make monthly payments based on the enforceable decision, by the 15th of each month for the current month.
To be eligible for the substitute child support, a valid enforceable title specifying child support must exist. A valid enforceable title includes a court judgment, temporary order, or a child support agreement concluded at the competent social work centre. In your case, since none of these exist, your child would not be eligible for the child support substitute.
