Employment of People with Disabilities

The Fund promotes the employment of persons with disabilities and the retention of their jobs. It monitors compliance with the employment quota for persons with disabilities and decides on the rights and obligations of both persons with disabilities and employers in relation to employment incentives or non-fulfilment of the quota obligation.

The Convention on the Rights of Persons with Disabilities promotes, protects, and ensures the full and equal enjoyment of all human rights and fundamental freedoms by persons with disabilities, while upholding their inherent dignity. Signatory states recognize the right of persons with disabilities to work on an equal basis with others, and promote their employment and job retention.

The area of promoting the employment and job retention of persons with disabilities is governed by the Vocational Rehabilitation and Employment of Persons with Disabilities Act, the Decree on the Determination of the Quota—which form the core legal framework—as well as other applicable regulations.

These include:

  • Quota system – the obligation to employ persons with disabilities, methods of fulfilment, and obligations in the event of non-compliance;
  • Incentives – rights deriving from the employment of persons with disabilities.

Accordingly, the Fund supervises the implementation of the quota system and makes decisions on the rights and obligations of persons with disabilities and employers under the Vocational Rehabilitation and Employment of Persons with Disabilities Act (ZZRZI). It also performs certain tasks under the Equalisation of Opportunities for Persons with Disabilities Act (ZIMI) with the aim of:

  • promoting the employment of persons with disabilities,
  • supporting job retention, and
  • conducting procedures against quota-related debtors.

In claiming individual incentives—ranging from submitting applications to filing requests for payment and handling related procedures (e.g. rewards for exceeding the quota, exemption from paying pension and disability insurance contributions for employees with disabilities), submitting wage subsidy claims, and fulfilling the quota through substitute compliance (filing declarations and submitting monthly performance reports)—employers are supported by the SVZI.net electronic system.

This user-friendly platform allows employers to efficiently apply for various incentives, monitor the status of procedures, view quota and contribution calculations, and easily report received state aid to the Ministry of Labour, Family, Social Affairs and Equal Opportunities.
